With a survey showing a significant percentage of people have not yet made up their minds about who they will vote for on 29 May, the ANC, a week before the elections, has thrown up a Hail Mary by announcing that it intends to finalise a Basic Income Grant (BIG) policy "within two years of a new ANC administration".

This move - days after President Cyril Ramaphosa signed the controversial National Health Insurance (NHI) Bill into law - comes as the ANC continues to lag below an outright majority in several polls, just a week before the hotly contested general elections. 

On Wednesday, the ANC issued a statement saying it recognised the significance of implementing a BIG "as a crucial step towards achieving social and economic change in our country".
