The Western Cape High Court ruled that a Paarl property owner was liable for unpaid accumulated prepaid meter charges, even if a tenant had it installed and no one had put money in the meter.

However, Judges Gayaat Salie and Deidre Kusevitsky drew the line at how many years of debt the municipality could force him to pay. 

The property owner, in this case, got a lucky break because on Tuesday the court found that six of the nine years' debt of R71 05.68 was prescribed (it cannot be pursued anymore).
