Cosatu has threatened legal action against Free State and North West municipalities it said were defaulting on employee salary payments.
The union charges that the Mafube Municipality in the Free State notified employees they would not be paid salaries for December, January and February, while the Ditsobotla Municipality in the North West last paid its workers in October.
