Judge Brad Wanless gave the ruling on Monday after a weekend of mediation between the City and the Socio-Economic Rights Institute of South Africa (SERI).

The expedited process will run from 4 to 18 November.

The order follows SERI’s legal challenge against the City for the removal of street traders, allegedly without proper procedure.

The City welcomed the court’s guidance.

SERI also claimed victory, saying the ruling affirmed the rights of informal traders to operate lawfully.

City representative, advocate Leslie Mkhabela, said municipal operations in the inner city would continue as part of its management plan.

SERI’s head of legal services, Nkosinathi Sithole, said the organisation had repeatedly called on the City to regularise trading rather than to resort to removals.
