The Eastern Cape Liquor Board has shot down a recommendation by the South African Human Rights Commission (SAHRC) to put a moratorium on issuing liquor licences until its capacity to monitor compliance has been bolstered.

On 25 April, the SAHRC's Eastern Cape manager, Dr Eileen Carter, released a final investigative report into the Enyobeni Tavern tragedy. They largely dealt with the systemic challenges associated with the incident.

A total of 21 youngsters died at the tavern in Scenery Park, East London, on 26 June 2022. The commission report found that there was inadequate enforcement of liquor regulations by the board.
