While Ladysmith in KwaZulu-Natal has borne the brunt of flooding this week, other parts of the province have also been hard-hit with 10 dead, 13 missing, and 1 400 homes affected.
It has been a rainy festive season in the province, with Cooperative Governance and Traditional Affairs MEC Bongiwe Sithole-Moloi saying warnings were sent out to communities as early as 21 December.
She said disaster management teams were in place, but residents, who reside along riverbanks, would not move, despite the warnings.
