Once a sought-after destination for the super-rich to holiday and retire, the Garden Route town of Knysna has become synonymous with sewage spills, water shortages and piles of garbage.

In a 130-page report, the Western Cape government laid bare the factors that led to a service delivery crisis in the coastal town.

The report was made public on Friday during a special council meeting.
