City of Johannesburg Mayor Kabelo Gwamanda.

Johannesburg Mayor Kabelo Gwamanda says the City council "refused to be held at ransom" after the DA's "frivolous" motion to dissolve the council fell flat on Thursday.

Gwamanda accused the DA of stirring instability and compromising service delivery to the City of Johannesburg's 6 million residents. 

He said the DA, with its "insatiable appetite to lead the City," could have collapsed the municipality and rendered it dysfunctional like Tshwane.
