The Hawks in Mpumalanga arrested a 35-year-old man who was found in possession of explosives on Friday.
A tip-off led police to the man's home in Barberton, and the Hawks said they expected to make more arrests as their investigation unfolds.
It is believed that the explosives were to be sold to illegal miners in the area.
