ActionSA councillor Nasiphi Moya is expected to be elected City of Tshwane mayor on Wednesday morning.
At least three sources close to negotiations have confirmed that Herman Mashaba's ActionSA and the ANC have made a deal.
The council meeting starts at 10:00.
