The City of Ekurhuleni has put its controversial head of human resources, Linda Gxasheka, on immediate precautionary suspension after serious allegations surfaced at the Madlanga Commission.

Last month, the former employee relations director at the municipality, Xolani Nciza, accused her of failing to act against then-acting head of the Ekurhuleni Metro Police Department (EMPD), Julius Mkhwanazi.

Nciza told the commission that Gxasheka, together with now-suspended head of legal services Kemi Behari, did not discipline Mkhwanazi after allegations emerged that he had colluded with controversial businessman Vusimusi “Cat” Matlala in the widely publicised blue-light scandal.

Behari was suspended earlier this month.

In a statement on Friday, City spokesperson Phakamile Mbengashe said the decision to suspend Gxasheka followed a municipal council resolution on 18 November.

“The council delegated authority to the City Manager, Kagiso Lerutla, to consider and implement precautionary suspension. In giving effect to the council resolution, Lerutla assessed whether a basis existed to place the senior manager on precautionary suspension,” Mbengashe said.

He added that Gxasheka was allowed to submit written representations before a final decision was made, and that the representations were duly considered.

Mbengashe pointed out:

The City emphasised that a precautionary suspension does not constitute a finding of guilt, nor does it amount to disciplinary action.

“It is an interim administrative measure intended to protect the integrity of internal processes, ensure organisational stability, and enable matters to be dealt with fairly and without interference.”

Mbengashe said the suspension formed part of the municipality’s broader efforts to restore public trust in the administration and reaffirmed the City’s commitment to fully supporting the work of the Madlanga Commission.
