Johannesburg is contending with leaks and other water-related issues because the City's water entity has an infrastructure renewal backlog that runs into billions.

The cost to fix and replace broken Johannesburg Water infrastructure is R24 billion.

"Just like other City of Johannesburg entities, Johannesburg Water has a serious problem of non-paying customers, who owe the City … in excess of R29.1 billion as of 31 December," the entity said on Wednesday.
