The CEO of a Nelson Mandela Bay Municipality entity whose appointment outraged Finance Minister Enoch Godongwana, says the maximum salary package he has been receiving since before he was CEO was city manager Noxolo Nqwazi's idea, despite her claims he was unqualified for the top job.

Anele Qaba has been under fire since he was appointed head of the Mandela Bay Development Agency (MBDA) in June 2023.

This was because his appointment came just four months after he received a R3 million settlement following an investigation into alleged financial misconduct when he was the metro's executive director for the Department of Economic Development, Agriculture, and Tourism.
