The four-storey Vrindavan Eco Village Cave Temple extension in Verulam, which collapsed last week, claiming five lives, had no approved plans, no construction permit, was badly misaligned and was built with the use of substandard materials.
These were the findings of investigators who probed the disaster, Public Works Minister Dean Macpherson revealed on Wednesday.
His department and the eThekwini municipality held a joint media briefing in Durban, where he said a full criminal investigation would follow, led by the same police team that probed the George building collapse.
