ANC secretary-general Fikile Mbalula has denied the ANC's deployment committee wielded immense power, saying it did not "micromanage the state".
According to Mbalula, no ANC members could say they were given a mandate by the party to loot the public.
He said: "It is not plausible, and there should be no excuse."
