Diplomacy has reached a fever pitch between NATO allies and President Vladimir Putin, with the White House offering the Russian leader two choices: an invasion of Ukraine, with devastating consequences; or a negotiated peace, with what Putin sees as humiliating concessions. Anita Powell reports.

The White House insists there is only one way out of the mounting crisis as Russia continues to amass troops and hold drills along the Ukrainian border — diplomacy.

But after a frenzied weekend of high-level talks between President Joe Biden and the leaders of Russia and Ukraine, an unsettling fact remains: no one knows what President Vladimir Putin’s next move will be.

Karine Jean-Pierre, White House Deputy Press Secretary:

"As we have said before, we are in the window when an invasion could begin at any time. We will not comment on any details of our intelligence information, except to say that it could begin this week. The U.S. is ready for any situation."

Ukraine’s leader on Monday said all signs point to an invasion.

Volodymyr Zelenskiy, Ukrainian President:

"We are told that February 16 will be the day of the invasion. We'll make it a day of national unity. The relevant decree has been signed. We will put out national flags, put on yellow-bllue ribbons, and we’ll show our unity to the entire world."

Washington has sent hundreds of millions in military aid to Ukraine, and on Monday ordered the temporary relocation of the U.S. embassy in Kyiv.

Will Pomeranz, acting director of the Wilson Center's Kennan Institute, told VOA that Putin is unlikely to back down.

Putin has demanded that Ukraine be barred from its goal of joining the NATO alliance; the U.S. has dismissed that demand, citing NATO’s open-door policy.

Will Pomeranz, Wilson Center:

"I don't see Putin really having an option to retreat. Because he has put so much at stake during this crisis. And to retreat and kind of say, ‘never mind,’ that's not Vladimir Putin's strategies."

On Monday, German Chancellor Olaf Scholz visited Kyiv, ahead of a Tuesday trip to Moscow, and demanded "clear steps to de-escalate the current tensions."

Olaf Scholz, German Chancellor:

"We are prepared to have a serious dialogue with Russia about questions of European security. NATO and the U.S.A. made proposals to Russia that we support. We now expect a reaction and answer from Russia."

Russian Foreign Minister Sergey Lavrov told Putin that Russia should stay in the talks.

Sergey Lavrov, Russian Foreign Minister:

"The readiness for listening to counter-arguments – our possibilities aren't exhausted. Of course, they (security talks) shouldn't continue endlessly, but at this stage, I would propose to continue and increase them (referring to contacts with U.S. and NATO)."

Biden says NATO allies are in lockstep and that Russia will face harsh sanctions if it invades.

It is clear there is no love lost between the formerly united Soviet states. Russia annexed part of Ukraine in 2014 and controls it still.

But in the testy, frigid Ukrainian capital, residents this Valentine’s Day are trying to banish fear with the one force stronger than war: love.

Donald Trump has accused Ukraine’s President Volodymyr Zelensky of being “a dictator without elections” in a further deterioration in relations between the two leaders.

President Trump’s comments on social media followed a false claim that Ukraine had started the war with Russia, along with demands for the country to give the US rights to half its valuable mineral resources.

In response President Zelensky accused Donald Trump of living in a Russian-made “disinformation space” and called on Mr Trump’s team “to be more truthful”.

The "dictator" attack from Donald Trump led to criticism from European leaders. The German Chancellor Olaf Scholz said "it is simply wrong and dangerous to deny President Zelensky his democratic legitimacy". The British Prime Minister Sir Keir Starmer also gave his backing in a phone call to the Ukrainian president in which he "expressed his support for Volodymr Zelensky as Ukraine's democratically elected leader".

Egypt says it plans to present a “comprehensive vision" for the reconstruction of Gaza that does not involve displacing the population, unlike a proposal put forward by US President Donald Trump.

In a statement, Egypt’s foreign ministry said they had an "aspiration" to work with the Trump administration on its plan, but stressed that any foreign intervention should "avoid jeopardising the gains of peace.”

There are fears that the ceasefire between Israel and Hamas could end this weekend after Hamas said it would delay the planned hostage release.

Israeli Prime Minister Benjamin Netanyahu has said: “If Hamas does not return our hostages by Saturday noon, the ceasefire will end.”

Netanyahu did not specify whether he was demanding the release of all 76 remaining hostages, or just the three due to be freed this Saturday - but an Israeli minister said he meant "everyone".

Hamas responded by saying it remained committed to the ceasefire deal and that Israel was "responsible for any complications or delays".

Tamer Qarmout, an associate professor in public policy at the Doha Institute for Graduate Studies, has told Al Jazeera that US President Trump’s plan to “own” Gaza is not likely to come to fruition.
“We have been seeing American politicians, statesmen, retreating back from what Trump proposed two days ago,” he said.
“Now they’re talking about offering their technical expertise in a very humane way,” he added. Qarmout, who hails from Gaza, added that Palestinians would be in favour of this as long as it comes in the context of Palestinian dignity, where they have control over the rebuilding of their own homes.
“If the Trump admin is eyeing lucrative contracts or deals that come out of reconstruction … we’re talking about a huge bill for Gaza … if that’s what he’s eyeing, then that’s fine, we welcome American expertise whatever it is. But [it needs to be] in the context of a Palestinian state, in the context of preserving Palestinian dignity,” he added.
He said the world should “wait and see” as diplomacy between the US and its regional partners takes shape.

Democrats gathered outside the U.S. Agency for International Development (USAID) Monday after Elon Musk announced earlier in the day that U.S. President Donald Trump had agreed the agency should be shut down.

For more than six decades, the agency oversaw humanitarian aid, development and security programs in some 120 countries around the world.

Staffers have been told to stay out of the Washington headquarters and many have reported being locked out of the agency’s computer systems.

“This is how dictators are made,” said Democrat Rep. Ilhan Omar of the decision to shutter the agency and layoff employees, adding that the executive branch doesn't have the power to close the agency.

“This is a killer in terms of their cutoff of the HIV and AIDS preemption. It’s a killer in terms of anti-malarial education. It’s a killer in terms of all of the efforts to shutdown global viruses,” added Rep. Jamie Raskin.

Musk, Trump and multiple Republican lawmakers have accused USAID of promoting liberal causes.

Swedish police have said at least 10 people have been killed and five others wounded in a campus shooting in the city of Örebro

Police said investigating officers were in the process of identifying victims. They believe that a man they said was the “primary perpetrator” of the attack was among the dead.

The authorities said there was no warning of the attack which took place on a campus housing an adult education centre. They believe the gunman was acting alone. His motive is unknown but is not believed to be terror-related.

Mexico had agreed to send 10,000 members of its national guard “to prevent drug trafficking from Mexico to the US, in particular of fentanyl”. In return, the US had agreed to work to prevent high-powered weapons crossing the border into Mexico. The tariffs would be paused for one month as a result, Sheinbaum added.

A small medical transport plane crashed into several buildings in north-east Philadelphia on Friday evening, killing all six people on board and injuring people on the ground.

The plane had been on a medical transport mission, carrying a child patient and her mother, and four crew members.

Flight logs show the plane was in the air "for only a minute" before it crashed, Philadelphia Mayor Cherelle Parker said in a statement.
